This recipe is a one dish meal that makes a great freezer meal too. Make several and stash in the freezer for a busy weeknight or a freezer meal for a friend.
Brown ground beef, onion, and green pepper. Drain if needed.
Add sour cream, heavy cream, salt, black pepper, garlic powder, and 1 cup of cheese.
Stir in thawed hash brown potatoes.
Pour mixture into a greased 3 quart baking dish. Sprinkle with remaining 1 cup of cheese. Bake at 350 degrees for 50-60 minutes until hot and bubbly.
To make this a freezer meal:
Cover unbaked casserole tightly with foil and place in the freezer. Thaw casserole in refrigerator overnight. Bake at 350° for 1 hour and 15 minutes or until hot and bubbly.
Alternatively, place frozen casserole in oven. Turn oven to 250° and bake for 2 hours until hot and bubbly.
